Michael,

The souls of the departed are at one of three places:

  1. Heaven
  2. Hell, or
  3. Purgatory.

Those in Heaven and in Purgatory need not ask for forgiveness because they have already been forgiven.

Purgatory is a place for purging the effects of sin and purification, not for forgiveness of guilt.

Those in Hell do not want forgiveness, for they have rejected God and continue in eternity in their hatred.
