The quick is answer is no, it is not "wrong" to be circumcised.
Jesus was circumcised, and although it was rendered unnecessary for salvation
within the
New Covenant He won for us on the Cross, it was never forbidden as a practice.

The Church neither recommends it nor forbids it. She does not practice
it (like the Jews do) nor does she purposely not practice it for any religious
reason.
The Church has no position on it, other than that it is not necessary
for Catholics for salvation.
It is a parental and medical choice, not a Catholic, religious choice.
