Hi, Aryhl —
You said:
Is it sacrilegious to wear a
rosary around your wrist?
I'm assuming it's a blessed Rosary.
As long as it is treated in the same manner and
respect that any other holy item or relic would be
treated, it's fine.
If there is a chance it would be treated in a less
then appropriate manner, I wouldn't recommend it. Even
if it's an unblessed rosary, there is still a public
perception one has to take into account.
If done correctly, you want to transmit the message:
That the Holy Rosary you are wearing is an outward
sign that YOU are ""set apart" (this
is what "holy" means) for God.
Make sense?

Is there a rule in the Catholic
Church about this?
No. There is no rule in the Church on this issue
at all. This would fall into the category of a tradition,
small 't' or custom.
